New Mexico has a rocky gambling background. When the IGRA was passed by Congress in Nineteen Eighty Nine, it looked like New Mexico might be one of the states to cash in on the Native casino bandwagon. Politics guaranteed that wouldn’t be the situation.

The New Mexico governor Bruce King appointed a panel in Nineteen Ninety to create an accord with New Mexico Native tribes. When the panel came to an accord with 2 prominent local tribes a year later, the Governor refused to sign the agreement. He held up a deal until Nineteen Ninety Four.

When a new governor took over in 1995, it seemed that Amerindian gaming in New Mexico was now a certainty. But when Governor Gary Johnson signed the accord with the Native tribes, anti-gaming forces were able to hold the deal up in the courts. A New Mexico court ruled that the Governor had overstepped his bounds in signing the accord, therefore denying the state of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.

It took the Compact Negotiation Act, signed by the New Mexico government, to get the process moving on a full compact amongst the Government of New Mexico and its American Indian tribes. 10 years had been lost for gambling in New Mexico, including Amerindian casino Bingo.

The non-profit Bingo industry has grown since 1999. In that year, New Mexico not for profit game owners acquired just $3,048 in revenues. This number grew to $725,150 in 2000, and passed one million dollars in revenues in 2001. Nonprofit Bingo earnings have grown constantly since then. Two Thousand and Five witnessed the greatest year, with $1,233,289 grossed by the operators.

Bingo is certainly favored in New Mexico. All kinds of providers look for a slice of the action. Hopefully, the politicians are through batting over gambling as an important factor like they did in the 1990’s. That is most likely wishful thinking.
